The scope of this brief is to explore and recommend to African governments steps needed to achieve local downstream production through mineral value-addition. Such steps require human agency in the form of public-private partnerships, spearheaded by local governments and local private enterprises, with the engagement of foreign private companies. Through the introduction and enforcement of legislation, the establishment of refineries and smelters, and technology transfer, African countries can build local capacity for mineral value-addition and, thus, local downstream production and greater economic well-being.
