Providing a universal definition of artificial intelligence is an ongoing challenge. The next section on “Problem Identification” briefly addresses why the technology is ill-defined and why policy makers are encouraged to pay attention to its definition alongside its appellation. Pending the adoption of a comprehensive and universally accepted definition, the current policy brief chooses the explanation provided by the Independent High-Level Expert Group on Artificial Intelligence (AI HLEG) set up by the European Commission in 2019 as their framework.
